What is Urban Transformation?

Following two major earthquakes in Turkey, urban transformation has once again become a hot topic. As efforts to heal the wounds of the earthquake continue, research on the process of urban transformation has accelerated.

What is Urban Transformation?

Urban transformation is the process of renewing a city physically, socially, and economically. In this process, various efforts are made, such as renewing the existing building stock, improving green spaces, enhancing public facilities, reducing transportation burdens, and lowering tourism costs. The goal is to expand the services in the living areas of city residents and give the city a more modern appearance, all while aiming for sustainable development with an environmental perspective.

The concept of urban transformation became a significant part of daily life, especially after the introduction of Law No. 6306 on the Transformation of Areas Under Disaster Risk. Given that a large part of Turkey lies in first- and second-degree earthquake zones, the importance of this law has grown. The law introduced critical regulations affecting citizens' daily lives, such as decisions related to the demolition of buildings at risk of disasters and the identification of risky buildings.

Properties identified as being at risk of disasters are demolished and rebuilt under Law No. 6306 on the Transformation of Areas Under Disaster Risk. During the reconstruction process, both property owners and tenants are provided with rental assistance to prevent any financial hardship.

How to Apply for Urban Transformation?

For buildings suspected of being risky, applications must be submitted to the Ministry of Environment, Urbanization, and Climate Change. After the application, building inspections will be conducted to determine the level of risk. If the risk is confirmed, the building will qualify for urban transformation.

Documents Required for Urban Transformation Application:

• Signed application form

• Photocopy of identity card

• Risk assessment report (must be obtained from a company authorized by the Ministry)

• Photocopy of the property deed and current property record

• Utility bill (electricity, water, gas) from within three months before or after the date of the risk assessment registration

• Address report from the population directorate, proving that the owner resided in the risky property at the time of the risk registration

• Form documenting the demolition of the building (signed and sealed)

• Photocopy of a Turkish lira account statement from Ziraat Bank or another bank

Documents Required to Benefit from Rental Assistance:

• Original and photocopy of identity card

• Application form from the Infrastructure and Urban Transformation Services Directorate

• Signed population register from the population directorate or a recent utility bill in the tenant's name

• Photocopy of the risk report for the property

• Photocopy of the identity card showing the IBAN number (from Ziraat Bank or Halkbank)
